Central API — sync default template catalogue

POST 
/tenants/:tenant_id/office/templates/sync-defaults

Copies the platform default template catalogue into the specified tenant workspace, creating any missing templates as drafts. Existing tenant templates are not overwritten. Use when onboarding a new tenant or resetting a tenant's template library to defaults.
