Submit filing to tax authority connector

POST 
/payroll/filings/:id/submit

Transmits a validated filing to the configured statutory authority connector (e.g. GRA for PAYE, SSNIT for social security). The filing transitions to "submitted" status; poll /filings/{id}/status to track authority acknowledgement.
